There has been considerable discussion on the "requirements" list over the past two weeks regarding a "JOS Constitution Lite" to deal primarily with voting issues. I have attempted to formulate the voting alternatives discussed into a set of cohesive, representative documents. I have also attempted to minimally reword some of the non-voting verbiage to accommodate some objections that were posted to the requirements list. I thought I might reduce the alternatives to 2, named "active abstain" and "passive abstain". "Active abstain" means that there are 4 possible ways to vote: "yes", "no", "neither", and "abstain with explanation", all of which count towards quorum. "Passive abstain" eliminates the "abstain with explanation" as a vote, and assumes that registered voters who do not cast a ballot are in abstention. When I started to outline the options I realized a major issue of voting mechanics had not been discussed - multiple choice, or pick list ballots. Some issues will likely best fit, or even require, this type of voting, for example, choosing a constitution from among multiple documents;>) Therefore, I have added a "pick list" variant to each of the two proposed alternative constitutions. I have attempted to make the options on each variant consistant with its parent, I may have succeeded. Each of these proposals draws heavily on Matt Caswell's original document, and still contains much of his wording verbatim. Hopefully this presentation will allow us to vote on and implement a constitution soon so that we can move on to other issues.
