I think we should do a central configuration/preferences manager, which handles changes to system, JOS and application properties. This manager should also handle user accessability to individual options, wich means that the root-user could lock any of the properties not to be changed by an user and this user inherits the setting for this particular option from its group, subadmin-user or anything multiuser enviroment comes up with.
